When buying or selling a home in Orange County, many people overlook one of the biggest ongoing expenses of homeownership: property taxes. From California’s Prop 13 to Mello-Roos assessments and supplemental tax bills, the landscape can be confusing—especially for out-of-town or first-time buyers. Brett and Dane Smith of Notch Luxury Properties are here to break it all down so you can make informed, financially sound decisions.
Property taxes are local taxes paid annually based on your home’s assessed value. These funds go toward community services such as schools, public safety, parks, and infrastructure.
In Orange County, property taxes typically range from 1.1% to 2.0% of a property’s assessed value, depending on location, special assessments, and school district bonds.
Proposition 13, passed in 1978, limits property tax increases and keeps taxes relatively stable.
Your property is assessed based on the purchase price (not market value).
Annual increases are capped at 2% per year—even if your home's market value rises more.
You pay the same rate until you sell or transfer the property.
Why it matters: Long-term homeowners benefit from lower taxes, but new buyers will see a new tax base set at the purchase price.
When you buy a home, the county will reassess your property value—and bill you the difference from the seller’s old rate to your new one.
This is called a supplemental tax bill, and it typically arrives within 6 to 12 months after closing.
🔎 Example:
If the seller’s tax base was $600,000 and you buy the home for $1,000,000, expect a one-time supplemental bill covering that difference for the remainder of the fiscal year.
Mello-Roos is a special tax levied in certain Orange County neighborhoods to fund new infrastructure, schools, and community services. It’s common in newer developments like:
Rancho Mission Viejo
Ladera Ranch
Portola Springs (Irvine)
Talega (San Clemente)
Mello-Roos assessments can range from $1,000 to over $5,000/year, in addition to standard property taxes. Always ask your agent (us!) to verify whether a home is in a Mello-Roos district.
Taxes are part of your monthly mortgage escrow payment.
A higher tax rate may affect your loan approval or debt-to-income ratio.
Mello-Roos and HOA fees can reduce what you qualify for—plan accordingly.
You’ll be responsible for paying your prorated share of property taxes up to the closing date.
If your home includes Mello-Roos or special assessments, this can affect buyer negotiations.
We always disclose taxes upfront in our listings to streamline the sale and avoid surprises.
Ask for a Property Tax Disclosure during escrow.
Use the OC Assessor’s Website to estimate current and future bills.
Plan for the supplemental tax bill—especially as a first-time buyer.
Consult a CPA if you plan to rent the home or claim deductions.
